Several reasons induced us to this form of daclaration.
First the consideration that a computer could be seen as a social
instrument too (and not only as a productivity instrument) which
allows many people to be brought into contact with 'realities', they
can't meet otherwise.
Besides nets are something that (fortunately) slips from control by those who take part in it; a page that has been set in the net just for some hours can be stay available and it can multiply for several years thanks to the action of mirror, link, copy, and so on. So it isn't either possible, or it is hoped, to define a target of access to the net resources tiffly.
Finally, nowadays the concet of 'Right to Education' has to contemplate the right to the access to the net resources too, on one hand, and to the possibility to make use of these, on the other hand.
Here let us also say softly that, bacause of we are treating with Faculties Institutional Sites, this thing is, in our opinion, more and more grave and unacceptable and it trends to assume almost grotesque features.
